Synthetic Biology:SB2.0/Biosecurity resolutions <html><blockquote><i>Synthetic biology is currently attracting much interest, probably because some researchers are making exciting claims about the potential applications of synthetic organisms, for which the sky appears to be the limit. Whether these high expectations will ever be met remains questionable. But the fact remains that various organisations have been spurred on to examine this mater in more depth. The House of Representatives has also considered the subject and the environment minister has asked COGEM several questions. The minister has asked COGEM to report, among other topics, on the suitability of the current GMO risk analysis for applications of synthetic biology (particularly synthetic organisms), the monitoring of developments within the research field and the ethical and societal implications of synthetic biology. The Dutch situationDe moderne biotechnologie maakt het mogelijk om genetisch materiaal van heel verschillende soorten organismen te vermengen. Zo kan een plant een gen van een bacterie krijgen. Dat kan mogelijk onbedoelde gevolgen die pas veel later zichtbaar zijn. Ze kunnen bijvoorbeeld allergieën veroorzaken of problemen voor insecten die nodig zijn voor het voortbestaan van een plant. Daarom is het nodig om zorgvuldig te zijn bij onderzoek en toepassing van biotechnologie. Want als de aangepaste organismen eenmaal in het milieu zijn gebracht kunnen ze zichzelf vermenigvuldigen. Dat zou een genetische veranderingen onomkeerbaar maken . The legislation around biotechnology in the Netherlands is largely build around European guidelines and decrees. The main subjects in this legislation is to guarantee:
Working with genetically modified organisms (GMO's) in the Netherlands is prohibited without a permit. The Ministry of housing, Spatial Planning and the Environment grants these permits, on grounds of the decree Genetically modified organisms, as it is the primary authority on this subject. The decree Genetically modified organisms is supplemented by the sanction Genetically modified organisms containing specifications for rules, general safety precautions and facility and workrequirement. However the lab facility should also follow the decree for arrangement- and permits environmental management.

Deze ministeries zijn vertegenwoordigd in het Interdepartementaal Overleg Biotechnologie (IOB). Zij bespreken hierbij actuele zaken en de voortgang van projecten met biotechnologie.
Het Nederlandse antibioticum-resistentiebeleidAntibioticum-resistentie betekent dat een organisme, zoals een ziekteverwekkende bacterie, tegen een antibioticum bestand is. Een antibioticum is een product dat die bacteriën doodt of de groei ervan stil legt. Als het antibioticum geen invloed op die bacterie heeft, dan is de bacterie antibioticum-resistent. Zie ook: Bacteriën en antibiotica-resistentie (Kennislink.nl) Sommige planten bevatten na genetische aanpassing genen die resistent zijn tegen bepaalde antibiotica. Onderzoekers gebruiken die resistentiegenen als extra middel bij genetische modificatie. Zij kunnen die resistentiegenen gebruiken om te zien of hun genetische modificatie gelukt is. Samengevat veranderen ze dus bepaalde genen en voegen daar extra resistentiegenen aan toe om na te kunnen gaan of de genetische aanpassing goed is gelukt. In theorie is het mogelijk dat dit gen via de plant wordt overgedragen op dieren en mensen. Dat zou een risico kunnen zijn voor mensen, maar onderzoek heeft aangetoond dat het extra risico op resistentie door genetische manipulatie te verwaarlozen is. De Integrale Nota Biotechnologie behandelt antibioticum-resistentie en de mogelijke risico’s ervan in paragraaf 6.1. Samengevat staat er het volgende. De vraag is of de genetisch aangepaste planten de ziekteverwekkende bacteriën naar mensen of dieren kunnen overdragen. Ze zouden ze bijvoorbeeld in hun maagdarmkanaal kunnen krijgen als ze planten eten. Dat heet ‘horizontale overdracht’: de overdracht van genen, ziekten of ziekteverwekkers van het ene individu naar het andere. (Verticale overdracht is de overdracht naar een volgende generatie.) Dat zou kunnen leiden tot meer resistentie en zouden antibiotica minder inzetbaar zijn in de gezondheidszorg. Maar onderzoekers hebben deze horizontale overdracht slechts een enkele keer waargenomen en dan alleen bij proeven die onjuist zijn uitgevoerd. Dit betekent dat zij uit deze experimenten geen conclusies kunnen trekken over horizontale overdracht. Toch zou horizontale overdracht in theorie kunnen voorkomen bij grootschalige, commerciële toepassingen. Verschillende wetenschappelijke instellingen in binnen- en buitenland hebben dit risico bestudeerd. Zij schatten de kans op overdracht zeer gering in. Uit voorzorg bevelen de meeste instanties aan om resistentiegenen uit betreffende planten te verwijderen voordat de planten grootschalig in het milieu in te brengen. Ook adviseren ze geen genen te gebruiken die planten resistent maken tegen antibiotica die nog voor de gezondheidszorg belangrijk zijn. Het kabinet heeft in de Integrale Nota Biotechnologie vastgelegd dat genetisch aangepaste organismen met antibioticum-resistentiegenen niet meer grootschalig op de markt mogen komen. Dit mag alleen bij kleinschalige veldproeven met de genen ‘nptII’ en ‘hpt’. Deze twee genen leiden tot resistentie tegen antibiotica die niet meer van belang zijn voor de humane en dierlijke gezondheidszorg. De Europese Richtlijn 2001/18 (pdf) regelt de introductie in het milieu van genetisch gemodificeerde organismen. Deze richtlijn staat het gebruik van antibioticum-resistentie geleidelijk moet stoppen. Daarvoor is een Europese werkgroep opgericht die met voorstellen komt. VROM neemt namens de Nederlandse overheid deel aan deze werkgroep. University of GroningenWithin the University of Groningen the organization of biological safety, including all activities that are carried out with genetically modified organisms (GMOs), is the legal responsibility of the Board of the University of Groningen. The University Board thus acts as the notifier in all GMO-related research where notification is required. The Faculty Boards have been mandated by the Board of the University to implement the rules as set out in the GMO Regulations within their own faculty. Within the University of Groningen, biological safety is ensured on the central level by a biological safety organization comprising the biological safety officers (BSO) as well as a staff member of the Health, Safety and Environment Service (HSE). The HSE coordinates the notifications, maintains the register and, in cooperation with the BSO, advises the Faculty Boards and the University Board in the field of biological safety. The central organization is complemented on the local level by responsible officers. BSO officers are appointed by the University Board on the recommendation of the Faculty Boards. In order to be considered for this position, BSO officers must have been approved by the Ministry of VROM on the basis of the qualifications as set out in the GMO regulations. BSO officers are members of the staff office and can report directly both to the University board and their own faculty. For each project a responsible officer will be appointed by the University Board on the recommendation of the Faculty Board. This officer is responsible for various aspects, including day-to-day matters concerning the activities involving genetically modified organisms. Floating metaluptaking bacteria in drinking water
Onderzoekers moeten voordat met biotechnologie aan de slag gaan de risico’s in kaart brengen. Dat heet een risicoanalyse. Ze kijken dan naar:
Of een risico aanvaardbaar is, berust in de eerste plaats op de resultaten van dit onderzoek. Daarnaast kunnen zij andere dingen laten meetellen, zoals de voordelen of de gevoelens in de samenleving zijn. Deze overwegingen zijn belangrijk, maar zijn geen deel van het onderzoek. Ze komen pas aan bod na de risicoanalyse. Deze analyse is in de Nederlandse wet opgenomen. Het staat in het Besluit genetisch gemodificeerde organismen.
